Victorian Investigation Bureau started operations in Melbourne in 1974 and was one of fourteen Private Detective firms licensed in Victoria following State Legislation to regulate the Private Detectives and Investigators operating in Victoria.  This Act of State Parliament is known as the Private Inquiry Agents Act.

V.I.B. commenced operations with Tom Gannon as Director.  Tom is a former Victorian Police Service Officer and former Detective Inspector in the Royal Papua and New Guinea Constabulary.

V.I.B. is a member of the Australasian Institute of Private Detectives and the World Association of Detectives (based in the U.K. and U.S.A.) and is affiliated with agencies throughout the world.
